While some argue that cuts hindered accurate weather forecasting, experts assert that the storm predictions were adequate. In the aftermath of the recent catastrophic floods in Texas, a debate has ignited over whether government workforce reductions contributed to the disaster's severity. Some Democratic lawmakers, including Senator Chris Murphy, have indicated that the Trump administration's cuts to the National Weather Service (NWS)—particularly among meteorologists—could have compromised the ability to issue timely flood warnings. "Accurate weather forecasting helps avoid fatal disasters," Murphy stated, emphasizing the importance of a fully-staffed NWS.

However, White House Press Secretary Karoline Leavitt countered these claims, asserting that the NWS offices were adequately staffed. A review by BBC Verify found that while there were reductions in the NWS workforce due to efficiency-driven policies initiated by the Trump administration, the staffing levels during the Texas floods did not appear critically deficient.

The Trump administration proposed a significant cut of 25% to the National Oceanic and Atmospheric Administration’s (NOAA) budget in future financial years, yet these cuts would not apply to the response during the recent floods. Despite staffing reductions previously implemented, experts indicated that the forecasts and warnings provided during the flooding were executed in a timely manner. “The forecasts and warnings all played out in a normal manner," said Avantika Gori, a civil engineering professor at Rice University.

Nevertheless, some specialists voiced concerns that reduced staffing may have affected local NWS offices' capacity to coordinate effectively with emergency management. Daniel Swain, a climate scientist, mentioned that the communication from the weather service could have been subpar due to key vacancies in the local offices. Reports indicate that the San Antonio office, which serves a flood-stricken area, had critical positions unfilled, such as that of a meteorologist specializing in storm communications.

Despite vacancies, it was reported that NWS offices in Texas had temporarily increased staffing levels in preparation for the flooding, which is customary for anticipated severe weather events. NWS officials confirmed that in response to the floods, additional forecasters were on duty—up to five in the San Antonio region.

Adding to the discussion, US meteorologist John Morales claimed a reduction of 20% in weather balloon launches, critical for collecting atmospheric data needed for accurate forecasting. While weather balloon launches were observed to have reduced in various locations, evidence suggested that those launching points near the flood areas in Texas were operational and contributed to reliable forecasts.
