On March 12, 2025, Russian President Vladimir V. Putin donned military fatigues and made a spirited visit to a command post near the front lines in Kursk. This appearance came just a day after U.S. representatives met with Ukrainian officials in Saudi Arabia, where they discussed a proposed 30-day ceasefire amid the continued conflict with Ukraine. Despite being presented with this ceasefire opportunity, Putin’s past statements suggest he remains opposed to any temporary truce.
Accompanied by General Valery V. Gerasimov, the head of the Russian military, Putin was seen in a camouflage uniform, assessing maps and strategic details at the command post. In videos released by state media, he commended the Russian armed forces for reclaiming territories that had previously fallen under Ukrainian control in the Kursk region. During his address, Putin urged his troops not only to maintain these territories but to solidify their hold permanently. Ukrainian forces have occupied parts of the border region since the previous summer, hoping to leverage this control in future peace negotiations.
Furthermore, Putin ordered that Ukrainian fighters captured in the region should be treated as terrorists, which he justified by accusing them of crimes against civilians and resistance to Russian law enforcement. General Gerasimov reported that over 400 Ukrainian troops had been detained during recent military operations.
“Individuals present in the Kursk region, committing acts of terrorism against our population, will face the full force of Russian law,” Putin declared, highlighting the Kremlin's determination to portray the capturing forces as not merely adversaries but as criminals against the state.
