U.S. Solicitor General D John Sauer articulated in the court filing that the executive branch has the primary role in foreign diplomacy and immigration matters, stating, "The United States does not control the sovereign nation of El Salvador, nor can it compel El Salvador to follow a federal judge's bidding."
