MINNEAPOLIS (AP) — Alberto Castañeda Mondragón describes a nightmare: after being pulled from a vehicle by immigration officers, he was brutally beaten, left with severe head injuries, and a fractured memory of his life in Mexico.
On January 8, while out running errands in St. Paul, Minnesota, life took a horrific turn for Castañeda Mondragón, 31, as ICE agents surrounded him and his friend, forcefully removing him and subjecting him to violence. The memory of that day is marred by trauma; he recalls being struck in the head with a baton, an assault that resulted in multiple skull fractures and a brain hemorrhage.
“They started beating me right away when they arrested me,” he told The Associated Press.
The repercussions of this violence were haunting. Beyond the physical injuries, including eight skull fractures and multiple brain hemorrhages, Castañeda Mondragón experienced significant cognitive repercussions. He struggled to remember his own daughter, whom he left in Mexico when she was six. The emotional toll of his fractured memory and continuous trauma has left him feeling haunted and terrified of further encounters with law enforcement.
Assault Circumstances Under Scrutiny
The narrative provided by ICE agents differed dramatically from Castañeda Mondragón’s account. Officers suggested that he had “purposefully run headfirst into a brick wall,” a claim contradicted by medical evidence indicating he suffered from physical trauma consistent with violence rather than an accident.
Former Baltimore police lieutenant Joe Key commented on the use of batons in law enforcement, emphasizing that strikes to the head should only be employed in life-threatening situations: “The only time a person can be struck in the head with any baton is when the person presents a lethal threat.”
Following his brutal treatment at the hands of immigration officers, Castañeda Mondragón faced additional challenges during his hospitalization, where ICE agents tightly monitored him, complicating his recovery process.
The Department of Homeland Security has abstained from commenting on the incident or opening an investigation into the excessive-force complaint that Castañeda Mondragón's case represents, reflecting ongoing concerns about the use of aggressive tactics by federal agents in immigration enforcement.

In the wake of this incident, Minnesota's congressional leaders have called for an investigation into the circumstances surrounding Castañeda Mondragón’s injuries, with local officials urging him to file a formal police report.
