Dissent Amidst Hope: Cambodia's Struggle for Civil Liberties Under New Leadership

With Hun Manet's rule, fears loom over the shrinking space for dissent and civil rights in Cambodia, continuing the legacy of his father's authoritarian regime.


The election of Hun Manet as Cambodia's prime minister has not ushered in the anticipated reforms in civil liberties, as ongoing crackdowns on activists and media illustrate his administration's oppressive stance.

 

In the wake of Hun Manet's ascension to the prime ministership of Cambodia, a wave of disillusionment has replaced the cautious optimism that marked his initial appointment. Following the nearly 40-year rule of Hun Sen, Cambodians had hoped for a shift toward improved civil liberties and democratic practices under Manet, who studied in the United States and the United Kingdom.

However, since he took office in August 2023, many of these hopes have been dashed. Authorities have intensified their crackdown on dissent, detaining environmental activists under dubious charges. Similarly, respected journalist Mech Dara faced nearly a month in jail, reinforcing fears for press freedom in the nation. Furthermore, the government has been aggressive in tracking down and deporting dissidents residing abroad, particularly those escaping to Thailand and Malaysia.

Experts and observers on the ground have noted a decline in freedom of expression. British Deputy Ambassador in Cambodia, Marc Thayre, highlighted that the already limited space for expression has been shrinking further over recent years. Vitit Muntarbhorn, the U.N. special rapporteur on human rights in Cambodia, echoed this despair, noting that hopes for a more liberal generation of leaders have dimmed significantly.

The consensus among local and international observers is clear; under Hun Manet's leadership, the specter of authoritarianism persists, leaving many to wonder if the struggle for civil liberties in Cambodia will continue to face entrenched obstacles.
