As Italy grapples with a plummeting birthrate, towns like Fregona face potential extinction without urgent solutions.


Italy's declining population could lead to the demise of small communities if the government and society fail to tackle the myriad challenges facing families.

In the charming Italian town of Fregona, tucked away in the scenic Veneto region, the streets tell a troubling story of decline. Giacomo de Luca, the mayor, watches with a heavy heart as shuttered shops and abandoned buildings mark the once vibrant community. With a current population of around 2,700, Fregona faces the specter of losing its primary school due to a drastic drop in births – only four new children arrived in the past year, necessitating a class size of at least ten to secure funding.

The situation extends beyond Fregona, as Italy grapples with a national demographic crisis that has seen its population shrink by nearly 1.9 million over the last decade. Italian women now average just 1.18 children, well below the EU standard of 1.38, and far from the 2.1 needed for population sustainability. Efforts by the government, including family incentives and tax breaks, have not yielded the desired effects as the fundamental challenges persist.

"Having a baby is a big decision," says Valentina Dottor, a mother in Fregona, acknowledging the difficulties she faces balancing work and childcare amidst limited support. As many families choose to delay or forgo having children due to financial constraints and lack of affordable childcare, the echoes of Fregona's past resilience fade away.

In a bid to counteract this trend, some companies in the Veneto region are taking proactive measures to support working parents. For instance, Irinox, a local manufacturing firm, established a nearby creche in collaboration with other businesses. This creche, although not free, provides heavily discounted childcare solutions to ease the burden on employees who might otherwise struggle with familial obligations.

However, the issue of decreasing birth rates is compounded by the complexities of immigration. As families migrate for jobs and opportunities, schools like Pascoli Primary in Treviso have to shut their doors due to insufficient enrollment. With fewer children remaining in the area, educational institutions will continue to face closure if the trend goes unchecked.

Experts predict Italy's population could decline by five million over the next 25 years, further aging the populace and straining the economy. Without substantial reforms addressing childcare accessibility, parental support, and an embracing approach to immigration, communities like Fregona may eventually see their legacies lost to time.

“We need more than just financial support; we need practical assistance, like free childcare and summer programs,” urges Eleanora Franceschi, reflecting the urgency for action as her own child faces an uncertain future in education.

In the battle against a declining population, the fate of towns like Fregona hangs precariously in the balance. Time is running out for Italy’s communities, and a collective effort is essential to stem the tide and secure a vibrant future.
