European Nations Support Arab Plan for Gaza Reconstruction Amid Ongoing Conflict

Leading European countries express backing for a $53 billion Arab-led proposal to rebuild Gaza, emphasizing humanitarian needs and stability.


In a united front, the foreign ministers of France, Germany, Italy, and the UK have endorsed a comprehensive Arab plan aimed at reconstructing Gaza after extensive destruction from conflict, despite opposition from Israel and US President Donald Trump. The proposal emphasizes immediate improvement of living conditions, while a ceasefire extension remains uncertain.


Leading European nations, including France, Germany, Italy, and the UK, have publicly endorsed an ambitious $53 billion Arab-backed initiative aimed at the reconstruction of Gaza. This plan, crafted by Egypt and supported by various Arab leaders, seeks to address the devastation that has left over 90% of homes within Gaza either destroyed or severely damaged, according to recent UN reports.

The Arab proposal has been criticized and rejected by both Israel and U.S. President Donald Trump, who has instead put forth his own vision for transforming Gaza into what he calls a "Middle East Riviera." Despite the divergent views, the European foreign ministers labeled the Arab initiative as "realistic" and "essential" in delivering a "swift and sustainable improvement" to the dire humanitarian situation in Gaza, which has been exacerbated by ongoing conflict.

The reconstruction plan recommends that a committee of independent experts temporarily govern Gaza and manage international humanitarian assistance while operating under the oversight of the Palestinian Authority. This initiative is increasingly crucial given the impending expiration of a ceasefire agreement, raising fears about potential escalations in hostilities.

Israel's current blockade on aid to Gaza aims to apply pressure on Hamas to accept a new American proposal to extend the ceasefire, which includes proposals for the release of hostages held in Gaza. However, Hamas insists that the next phase of the ceasefire should commence as originally agreed, without delay.

Negotiations for a ceasefire extension are set to take place in Qatar, as Israeli officials prepare to send a delegation for talks. A spokesperson for Hamas expressed cautious optimism for the outcomes in the coming negotiations.

The Arab-led proposal stands in stark contrast to Trump's approach, emphasizing a humanitarian strategy instead of territorial control or population resettlement. The Egyptian plan received an affirmative response during an emergency Arab League summit and was welcomed by both the Palestinian Authority and Hamas, who are keen on rebuilding efforts.

Given the staggering loss of life and widespread humanitarian crises—with reports indicating that over 48,000 Palestinians have perished from Israeli military operations—the international community remains divided on the pathway forward. The European nations’ statement emphasized that Hamas must abandon its governance over Gaza and cease being a threat to Israel, underlining the critical role of the Palestinian Authority in future governance and reform within Gaza.
