In brief

The case highlights deteriorating relations between the U.S., Canada, and India amid allegations of transnational terrorism.

Federal prosecutors have indicted Vikash Yadav, an alleged Indian intelligence officer, for attempting to organize an assassination on American soil, as part of increasing concerns in the U.S. and Canada over the Indian government's actions against Sikh separatists. The indictment, made public in Manhattan on October 17, outlines Yadav's attempts to orchestrate the murder of Gurpatwant Singh Pannun, a New York lawyer and political activist advocating for the secession of Punjab from India.Pannun described the assassination plot as an “outrageous case of India’s transnational terrorism” which poses a direct threat to the sovereignty of the United States and undermines freedom of expression and democracy. According to the indictment, Yadav was identified as a "senior field officer" within the RAW, India's foreign intelligence service. He reportedly enlisted an accomplice to locate a criminal in the U.S. to carry out the attack. This incident follows previous charges against Nikhil Gupta, who was alleged to be Yadav’s associate and had acted under the guidance of an unaffiliated Indian government employee. The current indictment against Yadav underscores rising tensions in diplomatic relations between India, the United States, and Canada, as these nations react to what they perceive as aggressive and unlawful behavior from India regarding its treatment of critics abroad.
