In return, he received insider information that enabled him to defraud the Navy by $35 million through inflated service charges for his Singapore-based company, Glenn Defense Marine Asia, which serviced the 7th Fleet in the Indo-Pacific region.
Originally scheduled for sentencing in 2022, Francis attempted to evade justice by removing his electronic ankle monitor in September of that year, only to be recaptured shortly after in Venezuela while attempting to flee to Russia. In a recent statement, US Attorney Tara McGrath expressed that Francis had exploited taxpayer dollars, compromising the integrity of US naval forces.
