In brief

In a bid to maintain essential dialogue between the U.S. and China, the Biden administration is arranging key meetings with Chinese officials ahead of Donald Trump’s return to the presidency next month. This final push to fortify these communication links follows years of fluctuating relations between the two economic giants, which are looming with uncertainties as they prepare for new leadership.

This week, a delegation of senior Treasury officials will arrive in Nanjing, China, to participate in a conclusive meeting of the U.S.-China financial working group. Concurrently, another group will engage with Chinese counterparts during the Group of 20 summit in South Africa. Formed in 2023, these working groups aim to mitigate risks of economic conflict stemming from diplomatic strains.Central to the discussions will be longstanding concerns regarding China’s burgeoning production of green energy technology, which many in the U.S. argue has led to an oversaturation of global markets. Additionally, U.S. officials are likely to address China’s export restrictions on critical minerals and the support Chinese firms are allegedly providing to Russia amid its ongoing conflict in Ukraine.Jay Shambaugh, the Treasury Department’s undersecretary for international affairs, emphasized the need for open lines of communication, stating, “The United States and China are the two largest economies on the globe, and the American people expect that we should be able to communicate directly with Chinese officials on both areas where we agree and especially on areas where we don’t.”Despite the ongoing dialogue, the Biden administration reports minimal progress on critical issues. Warnings about China's export of inexpensive solar panels and electric vehicles have largely gone unacknowledged, and there is no evidence suggesting a reduction in assistance to Russia from Chinese companies. The trade landscape remains tense, with tariff measures from the Trump administration persisting and new tariffs being introduced on items such as electric vehicles, solar cells, and advanced technology imports from China.
